HGH and Steroids dont really help much for boxing so I dont think he took that.
But If you watch Pac recent fights like against Cotto, Pac didnt seem to tire in the later rounds. He was still moving arround and throwing combos in the later rounds the way he did in the early rounds.

11th round of Barrera 1 looks like Pac was just warming up.
Pac has always had crazy stamina, think about how he came up as a kid, some days he would train and not be able to afford any food for the whole day. No wonder his body has adapted and uses stored fuel extremely well!
I wouldn't say he has more stamina in the later rounds. He just looks more controlled and deliberate with the placement of his punches. In his early career, he was more of a wild fighter and would just get into an all out brawl with his opponents. He has consistently taken little breaks during rounds of his fights to catch a breather. So I don't see the Pacquiao of today being much different from the older Pacquiao, except for being a smarter and more controlled fighter.
I think you need to watch more Pacquiao fights.
Pac's been fighting at the same pace for many years.
If anything, he's actually slowing down in recent fights.
If he's been taking PED's for stamina, he's been taking them for about a decade and a half.
