Why the hell hasn't this been discussed, seeing how Soto wants no part of him? I really like Rios, but I think Vazquez would outbox him, possibly in lopsided fashion. He's really proven himself after the losses to Canelo and Tim Bradley with two boxing clinics over known punchers. These two should unify.
There no need to put Rios in with a mover like that he needs to be matched with guys who'll fight more than box.

For those of you who don't know. Before Rios fought Acosta, there was talks about Rios vs Vasquez but Rios opted to go with the easier fight against Acosta and pulled out before anything was brought out in the open media.

I can't see Marquez returning to 135 at this point. He'll either take his nice paycheck from the Pacquiao fight and retire, or go after the 4th title at 140 against Bradley or Khan.

If Rios was able to stop Acosta then I think he should be able to beat Vazquez.
Canelo couldn't KO Vazquez in two fights.
Canelo and Bradley are the only ones who could beat Miguel.
Acosta will stand and trade(His downfall)
