Margarito. Angulo couldn't beat a guy that Margarito slaughtered twice. Angulo is certainly better than Alvarez and Chavez Jr. though.

The resumes of Canelo, JCC Jr and Angulo are a complete and utter joke compared to Margarito's. Margarito would KO all 3 of them in the same night and we know what happened when Margarito fought Pacquiao. But to answer the question, Margarito is the best "Mexican" boxer at 154.
