Tony Galento was an old school dirty mutha. Guy would throw every illegal move in the book and a few that weren't even written down in it at the time. He's the Nicolino Locche of dirty fighting.

Another humorously dirty fighter was Carlos Maussa. Against Vivian Harris, he threw one the most deliberate and obvious headbutts ever, he tried to headbutt Harris from a distance and banged his head directly down. Then later on, he drops Harris, and runs across the ring trying to hit Harris as he's down.
Eusebio Pedroza is the only fighter I've seen throw a low blow, get warned for it, and then seconds later, throw two more low blows, elbow his opponent, get warned for it, and then throw another one a few seconds later....all in the same fight. The 14th round elbow against LaPorte was SO blatant. Gil Clancy called it a "beautiful" elbow.
Pedroza also at one point hit LaPorte with two left hook below the belt, two left elbow to the face combinations. Within 5 seconds.
My favorites for fouling would be Pedroza, Terry Norris, and Andrew Golota.
