He's been inactive for a while now, there is no news of him coming back and there is even a possibility he won't be coming back. So should Ring Magazine remove him from the list until he comes back and fights or should he stay there? If yes, please explain why

I try put FLoyd into perspective on how busy you are and how many p4p ranked fighters you beat. SSM is the really only just about the only p4p ranked fighter FLoyd has beat, apart from Hatton. But we know Floyd got a lot of help to beat Hatton and it was at 147 a weight class didnt dominate in.
The p4p system you have to accumulate points. If FLoyd had of beat Margarito, Cotto and SSM then he would deserve p4p no2 status. He cant get that by beating one guy in SSM. The JMM fight i wont mention, it is irrelevant for reasons everyone knows.
SSM didnt deserve to be no3 p4p on the basis of beating Margarito. So FLoyd shouldnt have inherited his position, unless he at least beat Cotto.

That's what the Ring does with their divisional rankings. I don't if the same applies for the P4P rankings, but I don't see why it would be any different.

When he's past one year of inactivity in a few months, then he should be dropped from the ratings.

However, he should go down to p4p #6 to #10 due to having so few fights and for only fighting OLD (Shane) or MUCH SMALLER (JMM) men.

P4P is meaningless. It's a fancy claim for a fighter on the mic or in his press conferences, but meaningless in reality. PBF should be removed from the 147 lb rankings though.

If he won't fight for a full year (which he won't ofcourse) he should be temp removed from the list.
If he then fights again in a reasonable timeframe (say 2~ish years) he could be activated on the same spot if his last performance warrants it and Sergio Martinez hasn't made a case for surpassing him.
