doesn't every boxer have to take a piss test? NSAC does pre and post piss tests, this was a extra test. Floyd and Manny were not even scheduled to fight

no...one of the problems of pacfans with bloodtesting is that pac has had bad experineces with it he does'nt feel 100% himself when taken so close to the fight.....floyd knows this , exactly why he demanded it......fukk USADA and floyd with this garbage...

The argument was the commission does it and enforce it and not fighter. Is the argument flawed? Sure...
But, to answer your question that you asked...The answer cuz it was the commission. So in that sense in doesn't kill the argument.

Now what would kill that argument would be, is that who demand 10mil per penalty? Let the commission handle that since they want to go by the commissions rules.
