You are underestimating Manny, as I disagree with everything you have said.
Manny has a granite solid chin and being a lower target makes him a harder target to hit on the chin. Both fighter has advantages and disadvantages. It depends on how it plays out that night and what happens in the first 2 rounds that will dictate how this fight plays out.
It would be a great fight and Manny is not too small to fight Williams.

And Paul Williams is 4 or 5 inches taller, and has a 9 inch longer reach. Eventually Pac is going to find someone too damn big, and I think Paul is probably the only realistic opponent for Pac who fits that description.

And the list goes on. Not to mention, in heavyweight bouts listed above, there are not only 7"-1' height advantages, but massive weight advantages, as much as close to 100 pounds.
Manny is fast, and he throws a ton of punches and his combinations are excellent. He could easily beat a good fighter with a big size/reach advantage, especially if the guy weighs the same as him.

im almost certain that pac couldnt beat pwill. its too much of a tall order to ask for him. after last night pac is my #2 fav fighter. but even with that, pwill may just be too tall. and hes not taior made for anyone. he gives pac and mayweather their toughest fights on any night.

It's hard to say. Manny Pacquiao is extremely, extremely fast. He's in, he throws 5-6 pinpoint accurate punches, and he's out of reach right away, and dancing around.
Williams has very fast hands and is able to utilize his reach against a smaller fighter better than any of the taller fights Manny has fought.
It's always a big advantage for a smaller offensive fighter to fight a taller guy.
Williams would have a lot of trouble with Manny's workrate, and I think that could be what get's him knocked out.
ON THE OTHER HAND, I could see this fight resembling Hearns/Cuevas in 1980 I believe it was. Williams has sharp, crisp punches and he has excellent handspeed, which could be difficult for Manny to get in and get out right away, changing the pace of the fight in Williams favor.
This would be a very good fight but I'm not so sure that Manny would be interested in fighting Williams at 154 and if Williams has to come down to welterweight he may be required to make 143-145 pounds, which could be the difference maker in this fight.
If this fight could happen at jr middle weight without a catch weight, or even a 150lb catch weight, I think it would be very competitive and I would pay my money to watch it.

Paul Williams fought Margarito at 147 and Pac just beat Margarito, therefore Pac isn't too small.
He's be tailor-made in that it would complement Pac's style, thus making for an exciting fight. In no way is be a chump. He has the speed in his pressure style to cope with Pac. His jab is good enough as well to give Pac fits!!
