EXCUSE is not the right word, in my humble opinion though I concur with your assessment that Pacquiao didn't train as hard collectively. Not that he didn't take it seriously but the distractions are pulling him from both sides.
But the last 3 weeks is a superlative workout in terms of his dedication and man hours with quality.
But I do agree that because of the "collective" training not up to par with the usual intensity over the 3 months, Pacquiao's speed was EMPHASIZED more because "strength" isn't the way to beat Margarito. And certainly not Pacquiao's strength albeit he is a strong boxer himself.
The general strategy is not to "brawl with a brawler" so to speak and so with this in mind, Roach predicted (which is weird) for the early rounds KO. KAMIKAZE ATTACK but hopefully with enough stamina if Margarito can muster up all his resiliency to deter Pacquiao's multi-angled-piston punches.
But why would Roach "give out" the plan?
Could be devisive this way and thus I think that STAMINA is the other equation. Should Pacquiao "fail" to KO Margarito in the early rounds, then he would have to MOVE AROUND AND BOX until the 12th round.
Dangerous, I would say. But having in mind that Pacquiao would land many punches, this would take its toll later on...so I would say perhaps a late stoppage, in the 9th, 10th or the 11th round.
Margarito can also surprise Pacquiao with those body punches but he would have to be pressing, attacking en massé to make it work.

nobody's making an excuse fool. if pac did not train seriously then they're trying to cover it up by saying they're ready to fight. that actually is the opposite of making an excuse.
no part of pacs training is to get heavy and train hard with the weight to stay fast not to stay small and fast.....hes gonna get crushed i dont think his small frame will hold up to tonys body shots
