I just thought about this. Alot of Pacquiao's opponents were coming off big losses when he beat them. Now usually if you are considered the best in the world you should fight the best. Here as some examples of Pacquiao fighting the losers of big fights rather than the winners.
Erik Morales - Had just lost every round to Zahir Raheem in a lopsided decision. Pacquiao fought Erik not once but twice a division lower than where Raheem beat him. Pacquiao never considered fighting Raheem.
Oscar Larios - Had just been knocked out in 3 rounds by Israel Vasquez in the fight prior. Moved up 2 divisons and still went the 12 rounds.
Oscar De La Hoya - Had just lost to Mayweather Jr at 154. Pacquiao fought him at 147 and refuses to fight Floyd because of drug testing.
Ricky Hatton - Was brutally knocked out by Floyd Mayweather Jr 3 fights prior. Pacquiao will not fight Mayweather Jr for reasons already explained.
Miguel Cotto - Was beaten around the ring by Antonio Margarito who had loaded gloves. Pacquiao fought him shortly after at a catchweight.
Antonio Margarito - Completely dominated and knocked out by Shane Mosley. Pacquiao's trainer refused to fight Mosley even at a catchweight because he is "too good of a fighter". Pacquiao is now fighting Margarito at a catchweight for a vacant belt.
Mayweather Jr however has a long history of fighting the best fighters and sometimes even beating the winners AND losers of big fights to prove he is the best. Here are some examples.
Genaro Hernandez - Mayweather dominated him and then went on to beat Carlos Hernandez and Carlos Gerena. Former opponents of Genaro.
Diego Corrales - Completely dominated by Mayweather Jr. Corrales was considered the best at 130lbs after knocking out Angel Manfredy, Derrick Gainer and Justin Juuko. 2 of which Mayweather also defeated.
Jose Luis Castillo - Was considered the best Lightweight after defeating Steve Johnston. Mayweather didnt fight Johnston but did beat Castillo twice. The first of which was controversial but Floyd set the record straight in the rematch. Winning a close but convincing decision.
Carlos Baldomir - Considered the best welterweight after defeating then undisputed welterweight champ Zab Judah. Mayweather defeated both Judah and Baldomir in successive bouts.
Shane Mosley - Ranked #1 after knocking out Antonio Margarito. Mayweather fought him at 147 and dominated Mosley, winning a lopsided decision.
I used to hear this myth that Floyd doesnt fight the best coming from Pacquiao fans. It's just ridiculous when you think about it. Floyd has fought and beaten the best. It's just because he does it with such ease that people begin to question his opposition. But he's beaten the best over and over again. The same cannot be said for Pacquiao.

I have ready a couple of your other points. They are all very flawed. You say that Floyd avoided Margarito? That's rubbish because Margarito was completely dominated by Mosley, who was dominated by Floyd. Floyd came back and dominated Mosley. He couldnt have fought Margarito anyway because he was banned for loading his gloves.
And what you posted about Marquez is irrelevant because most people think that Marquez won both fights. Including Dan Rafael (Who loves Pacquiao), Fillipino boxing analyst Ronnie Nathaniesz and Fillipino boxer Nonito Donaire.
