To do complete, drug free, Olympic style drug testing, random blood and urine tests have to be done after their last fight and before their pre-fight training months as well in addition to being tested during training. The point is they didn't know when they were going to stop the testing, this is what full testing is. The fighters are expecting random testing at any time up till the day of the fight, thus arn't going to take the chance of getting caught. When theres a cut off, lets pretend a 14 day cut off, after that 14 day cut off they fighters KNOW that no testing will be done during that period, thus if juicing, will do for that period knowing there is no chance they get caught. Thats the difference between full testing and having a cut off. Understand?

However, they could have been tested anytime within the 18-19 days including the day before the fight. The difference is Manny doesn't want to be available within a week before the fight, or whatever he said.
