Chavez is the most accomplished of the 3.
Tyson and Vazquez definitely deserve it in the future, but Julio's legacy is far greater than both Tyson's and Vazquez's. Possibly even put together.

That might be the drop that tilts the balance in a choice that's not easy. But you are right, they might induct both boxers.
Out of the two the one who might not get in might be Mike Tyson. Due to his problem outside the ring. What he did outside shouldn't count but some voters might take that into account.
And, it doesn't matter where the Hall is at and where Tyson is from. There are some voters believe it or not who are not from NY. There are even some who are not even from the U.S.
So no Tyson is not getting in just cuz he is from NY. It would be due to his accomplishments.
And, yes both should get in. And, again the top 3 vote getters would get in.

You vote up to 10 guys, the top 3 get in. So Tyson could get in(I think he should) as could JCC(I think he should), The #3 could be questioned with the likes of Kostya, Vazquez, Hamed, Zapata, Curry, so on, and so on.
Tyson beat a lot of bums too. He was exciting as hell to watch but I don't think he was that great. Specially not as great as Chavez.
But, if you look at like that JCC beat a lot of bums too. So why would you give that criticism for Tyson and not JCC?
Tyson, did unify the HW division at very young age, the HW youngest HW champ ever. Damn near cleaned out the HW division in a very short time. And, held KO wins over ATG's Larry Holmes and Michael Spinks.
But, I do agree that JCC in P4P ATG's ranks higher than Tyson.

I don't know, Tyson was the last GR8 American Heavyweight.. and He terrorized the division more than Chavez in his.. It's not a easy choice.
Holyfield IMO was a greater HW. Foreman was a great HW that was thee man after Tyson.

If it's only between those 3 and only one can go, it's a no brainer.
Chavez is head and shoulders above both of those fighters in the all time rankings.
