Remaining undefeated is definitely an accomplishment..but is it really a true indication of the greatness of a fighter?
i vote yes because if you have two guys who are close and one have no lesses and one have losses then i want the guy with no losses
some of the guys with no losses i dont know but if you have a guy who is good or great and he have no losses then that is big.
if mayweather runs away and wins a decision on manny then he will be up in top 10 or top 20 because he beat a atg

I would say Morales could be argued. I really think he is debatable. I won't argue either way if somebody has him in the low top 50 or just outside the top 50. I think he is in the top 3 greatest SBW of all time easily. I personally don't have him in my top 50. But, I won't argue if you do. Because, it could be argued that he is.
Lopez? I am a huge Lopez fan. I think he has a good resume. That could of been a great resume if some fights would of taken place for example with Chiquita Gonzalez, Carbajal, or against too sharp Johnson at 112 in the late 90's. Skills wise this man is up there. He IMO is the most skillful, perfect fighter of my lifetime. I saw no flaw in him great technique, good speed, footwork, intelligence, power, he had it all. I would put him way up there skill wise. But, I don't think his resume, even though it is good, lives up to the top 50 ATG kind of level. Just my opinion.
obviously just being undefeated don't make you a ATG, Mayweather SKILLS IN THE RING is what makes him a ATG though and the ability to do things many fighters can't or couldn't do Past or Present, this list was done back in 2007 and Mayweather was already #48 back then, Hate Him Or Love Him but he might go down as the most complete fighter in boxing History, the man really don't have much of a weakness, the Media people and the Fans love to hate him now because he is so good but when he steps away people will look back at his clips and video and be amazed by his PRUE SKILLS, the next Generation of fighters will STUDY Mayweather style, Boxing Trainers will USE Mayweather style to train their fighters, you already see it on youtube Trainers using Roger Mayweather's Pad Work style to train their fighters
but all of those Rankings are Opinions nothing more nothing less, it is so many ATG Rankings, some have Ali #1, some have Robinson #1 and some have Armstrong #1 so it is ALL Opinions

Most do have losses...Floyd has his own infatuation with his 0...and its the most important thing to him...
I think a loss may devastate him...he may not fight again...if its a knockout...
If it was a points loss I think he would dispute it to the highest level...

Only Sanchez, JCC, and Olivares I can say are top 50 no doubt. The others eh not so much. It could be argued. But, they only have 3 sure fire. And, the Pinoys have 2 sure fire Elorde and Pac.

It's an indicator for ducking the best opposition or/and knowing when it is the right time to call it quits.
But it's only natural that even all time greats decline and get beat by some younger blood at the end of their career, doesn't take anything away from their greatness, merely gives back to the sport by helping to build new big names to pass the torch to.
You can google top ATG boxers if you'd like. A lot of these lists are based on opinion. Regardless of the standings and rankings of these boxers, though it is a great accomplishment to remain undefeated throughout a boxers career, it would not change the fact that they are few and far between on the top ATG list.

Mexico and the Phillipines actualyl have very similiar population sizes, although Mexico encompasses a much wider area.

Arguably there are 3 Mexican fighters that clearly belong and 2 Filipino fighters.
For Mexico to be so big and have so many people. That you would think it would have way more top 50 ATG fighters than the Philippines do. But, really they only have one more.
