Is Boxing only losing popularity in North America?
Boxing seems pretty huge in Mexico and Canada.
Let's be real though, people like to see athletes that they can identify with. If boxing had a few more Kelly Pavlik's there would not be much of a discussion on popularity even though it seems all the top people in boxing have done everything to minimize accessibility.
Boxing is simply the best product that's why the mob got involved back in the day, it's for a reason.

Due to a lack of exciting fighters, it's not as popular in Mexico as it was seven or eight years ago either.

Boxing was pretty much dying on the vine in Mexico until they got boxing back on network, now it's getting huge ratings and has become a national pastime again.
Boxing is huge in Quebec. I can't speak for all the Canada, but in Quebec with two world class champion in Bute and Pascal and one of the best, if not the best, middleweight prospect in David Lemieux, boxing has never been that good in Quebec.
Since Eric Lucas, I haven't seem that much people talk about boxing.
Having world class boxer in the province makes change from those old Davey Hilton jr vs Stephane Ouellet bush league fight.
Boxing is massive in Europe in England boxing is still a big sport everyone knows the top guys over here, when they showed Harrison vs Williams on ITV it got 8 million viewers.
