Answer: Floyd feels Manny is cheating, standard boxing tests cant/won't declare Pac or Floyd clean. Hence the Random blood and urine, which Manny refuses to take part in FULLY. NO TEST, NO FIGHT.

Mayweather is the greatest fighter of the past 15 years. Period.
PBF was the best for what he did in the past. But pac has been doing more of late. His record of late is better than PBFs.

Floyd came back from retirement and fought a guy that belonged at least 2 divisions lower and then fought a guy that was rusty and old. Floyd has stated that he is back vacationing. So if Floyd is not active then he is not actively the #1 P4P fighter, no matter how you break things down.
You need to be active, meaning not stating that "I want to vacation for the rest of 2010" or his other comment was "retire for another 2 years".
