PR pretty much counts as the US since all of their programs are sponsored by the US.
Mexico doesn't have a rich amateur program like they have in PR where it's easier to find young hungry talent while in Mexico amateur boxing isn't really good. I mean that's why you see most turn pro at 15-16 because of it. Mexico doesn't get free checks of welfare from the government either.
