I normally try to avoid bringing up the Cotto fight because we do not know if he cheated in that fight or not, but here it has significant relevance. Cotto looked as though he had been brutalized on the street after his 11 rounds. Garcia did not look particularly worse for wear after his 10 round decision with margarito.
Cotto did not look nearly as bad getting mauled by Pacquiao as he did by margarito.
margarito has been labeled an 'arm puncher' in the past. Despite his 'crowd pleasing' style, he has never been said to have much boxing talent.
margarito contradicted himself several times during the NSAC hearing indicating that one of his stories is not right. Either he never knew that he was cheating in every other fight, or that he knew something was amiss in the wraps the evening of the Mosley fight but elected not to be forthright at that time.
margarito was a heavy favorite, so it made no sense for him to cheat against Mosley.
margarito could not, in 9 rounds, make Mosley feel a single shot he delivered when his hands were wrapped properly.

Yes, he is still suspended because he does not have a license even though the minimum year had expired by the time he took the fight.
