Castillo already beat PBF so he cant be the best. Plus PBF always makes it easier for himself by getting people to step up weights to fight him. Pacs the best because he beats the people PBF beat better and easier. Dont mention JMM again please as he was fighting 2 weights above his normal weight without even a acclimatising fight to the new weight. Since coming back from retirement PBF has only beat one welterweight. In the same space of time Pac beats two. Nuff said.
