Pac has been in serious battles compared to Floyd who's won a SD against DLH, KO Hatton in the late rounds before being pressured, took about a 2 year layoff, fought a smaller fighter in Marquez (really no competition there), and fought a Shane Mosely who didnt really do much after the 2rd..
Its all about level of competition and Pac has had some serious competition in the past 3 yrs alone..

2008 Diaz KO - whatever
2008 DLH TKO - severely weight drained and dehydrated and already beaten by floyd

lol! Floyd beating Pac in 2010 won't change the fact he was FOTD between year 2000-2009. Pac already proved he is the better man overall if you compare their resume and accomplishments.Flomos claimed Floyd beat Pac and better based on his skill but for us to believe it he should fight Pac first and beat him. Many times we saw boxers with superior skill may not win you the fight alone. Pac proved and fought many good/great fighters thought to be too much for him based on their skill (which is true but somehow Pac always prevailed) like his fights against Sasakul, Ledwaba, Barerra and Marquez.

I'm not sure about Floyd fighting quality opponent especially the last two. I mean c'mon Marquez is a quality opponent if he's at 135, he was clearly bloated in that fight. Mosley was on a year and a half layoff plus he's getting old, that's why he gassed out early.
And for Hatton, it was at 147 and Hatton is at best in 140.
The only commendable opponent is ODLH.
So Hatton, Marquez, and Mosley were all ranked in the top 10 P4P because they suck?
Fighting at 147 instead of 140 shouldn't be an excuse for Hatton, he was a titlist at that weight and he is bigger than Floyd anyways.
Marquez was a smaller man, but he was also #2 P4P and had arguably beaten Pacquiao 18 months before the Mayweather fight. There have been many cases where a great smaller fighter has moved up a couple divisions and defeated a strong opponent. I thought it was very impressive that Floyd was able to win so convincingly. It is still a good win for Mayweather.
Mosley was the consensus #3 P4P. Even though he was aging and had a long layoff, many people picked him to beat Floyd and considered him the most dangerous possible opponent for Floyd except for Pacquiao. Roach said he was too dangerous for Pacquiao to fight, and Arum said that he thought Floyd would be too scared to fight Mosley.

I don't really see how you come to the conclusion that Pac's level of opposition is higher. Pacquiao has fought more fights than Mayweather, but Mayweather's average level of opposition is higher. He fought better versions of Oscar and Hatton than Pacquiao did (although Pacquiao fought a better version of Marquez), and Mosley was rated higher than Cotto or Clottey. It's not like Solis, Diaz, or past-prime coming-off-a-loss Barrera were particularly dangerous opponents either.
