Lets face it, Philippines is just not ready to hold professional boxing matches.
Case in point:
And the infamous 12th round, where the ref extends a hand to help Gorres get up from a legit knockdown (1:45 min)
Listen to the commentators, they are so far up Gorres' ass they can't even see the fight, culminating in "Let's hope our hometown decision will come in handy, hehehe." (3:37 min) And of course it did. At least they ruled it a draw.
it is NO DAMN WAY Mayweather or anybody with a brain would fight Manny in the Philippines, Arum would probably find someone to go fight and LOSE to Manny in the Philippines for a good amount of Money
I don't blame Mayweather for not wanting to fight in Texas and that first Paulie Malignaggi vs Juan Diaz is the reason why
To be fair the Philippines held Ali-Frazier III. If they held that then they're ready to hold any professional boxing fight.
Also there are plenty of inadequate refs from everywhere. In the U.K, Argentina, even here in the U.S look at Gainer vs Norwood or any fights that Lawrence Cole ref'd
Lastly, just cuz it would be in the Philippines doesn't mean HBO would not be commentating or that they can't get a neutral ref and neutral judges.
However, saying all that Floyd-Pac belongs in the U.S. And, it will make more money in the U.S... That is the only reason why it should take place here. Not cuz of what you pointed out TS.
But, at the end of the day as long as they fight I could careless if where they fight. They could fight under water for all I care.
