apparently Boxing writers (you know, the ones who write about boxing for a living, the ones with credentials, experience, and knowledge...and no matter what you NSB posters think, you're NOT one of them)...they held Pacquiao in high-enough regard that they gave him a LANDSLIDE victory for the award.
There wasn't even a close vote. Sure the BWAA are "morons" according to most Floyd fans, but they also CORRECTLY picked the most deserving recipient for each decade (maybe 90s could've gone to Evander). Still, those are some pretty accurate morons.
Every fighter of the decade since at least the 50s is regarded as an ATG....with Roy being criticized for his losses to Tarver and Johnson. Once he lost the speed, it seems his boxing skills diminished.
So where does this put Manny Pacquiao? That's an interesting question. And according to the BWAA, it puts him pretty damn high on the ATG list.
There are three ATG level in boxing.
First level: Ali, SRRobinson, Armstrong.....
Second level: SRLeonard, Duran, Jones Jr.....
Third level: Dela Hoya, Mosley, Morales.....
20yrs form now Pac will be mention along with the fighters from the first level.
Floyd with all the talent that he has will be in the third level.

Floyd never fought a real threat.
Mosley wasn't a great threat,he was 39,and get beat by Cotto and DLH younger(robbery rematch)and Marquez is a midget at 147 it's not even funny.
Now,Mosley was still a very decent threat,and Floyd beat him easy.Floyd is full of talent,a P4P picasso.
But Manny fought real threats,Barrera was,Cotto was a great threat for a blown up featherweight.
And Manny dominated and also stopped them.

Legacy and ability are two diferent things.
RJJ probably ability wise could be a top ten fighter but legacy wise due to his ducking is probably only a top 80 ATG.
Mayweather ability wise is a top 30 ATG, if Pac beats him then hes beaten another prime ATG. Pacs resume doesnt need PBF all he needs is another belt at 154 and a win over another solid fighter such as Margarito.
