In the past 6-7 years or so there aren't many fighters who have consistently fought as good of competition as Cotto. I don't know the exact criteria for judging HOF, but hes definitely a very good fighter and deserves recognition as such.
Yuri is a good fighter. Let's not take credit away if Cotto does beat him.

Saying all this as of right now. Cotto is not a HOF'er.
Beating Foreman does NOT make him a lock for the HOF.
He could become borderline HOF'er but he will never get in on the first ballot. He might get in eventually but it will take years but that is if he is dominant against Foreman. Him winning a close fight gets his nothing.

How? Floyd resume in the last decade at WW. Mitchell, Judah, Baldomir, Hatton, and JMM.

Pac last decade- Oscar and Cotto.
Only Cotto was top 10 WW.
Besides Margarito, Cotto has been the best WW in the last decade. Nobody else has the resume of Cotto. The only one you could argue is possibly Shane with his wins over oscar, Diaz, and Collazo. But, that is all he did in the whole decade.
Forrest only did Shane and maybe if you want to count Frank
Mayorga did Forrest and Lewis
Spinks did Mayorga and Judah
Judah did Spinks and Rivera

I disagree that you can argue Williams. Going 2-1 against top 10 WWs is not something can be argued to be a greater WW resume than Margarito. Winning a H2H match ups does not mean you have the greater resume. Margarito I say was the the best WW's in the 2000's. But, Cotto is behind him.
They way he entered the WW division was amazing and shocking. He looked like a total beast the way he destroyed Quintana, in just what? 5 or 6 rounds? Disfigured his face. That was his first opponent at WW. And, Quintana was undefeated in the top 10 coming off a his best win at the time against a highly touted prospect in Joel Julio. Who was being called the Golden child. Cotto looked like a monster that night. That was total domination and he did it in a way better fashion than Berto and P-Will IMO.
Then had a stay busy fight with Urkay Urkal, Fough an overrated Judah who was still in the top 10. And, Cotto gave Judah the worst beating of Judah career, then edged out a Shane Mosley who earlier that year beat a top 10 WW in Collazo, ran into Margarito who was the best WW in the past decade, edged out a close fight with a top 10 WW in Clottey and then got beat by Pac.

Cotto, any time. Great guy and fighter. Hope he'll win and then stay on for a bit longer, successfully. It's always a huge pleasure to watch him fight. Hope there is a set of loaded gloves around the corner for Margacheato.

The only reason I don't see him as a HOF is how short his prime was.
I love Cotto, but beating a paper champion who got his belt from a fighter who looked like a shell of his former self isn't really HOF worthy.
