To me the fight was just starting when it ended. The first three rounds were mostly uneventful. It maybe should have been a no contest, but Cintron winning like that would have been disgusting. He couldn't continue and he wasn't fouled. Sure sounds like a loss to me.
I agree, it should have been a TKO win for Williams and not a TD.
And I don't think it's an irrelevant detail either as many bettors probably wagered of Williams by KO or TKO.

Personally, I don't believe that particular doctor, he's the same one who stopped the Klitschko-Lewis fight, saying that he asked Klitschko to "look up" and he didn't, so the doctor "concluded" that Klitschko was bliind in that eye, because a nerve was severed, preventing the eyelid from lifting.......
As you all know, when Klitschko heard the fight was stopped, when he had Lewis at his mercy, he jumped up, and BOTH EYES opened wide, nearly popping out of their sockets. The stupid doctor, Wallace, gave 2 other reasons at two different times. They were ALL untrue, leading to speculation that Wallace may have had a big bet on Lewis.

yeah Cintron would have gotten a pass but he said he blamed the doctor for his loss when he should have just shut up, now the doc done dropped the dime on him and made him loo worse.
Cintron was doing ok but when Paul put the pressure it brought flashbacks in Cintrons mind of Margarito then he just dove out the ring
