Obviously, they ruled based on the california state athletic commission ruling.
Under California rules, the fourth round of a bout that is stopped due to an accidental foul or injury is scored even if it only lasts a little over a minute as the round for Williams-Cintron did. Also it allows a bout to go to the scorecards as long as three rounds have been completed and the fourth round has started.
However, Cintron's camp is insisting that Association of Boxing Commission’s unified rules should be followed.
Under the Association of Boxing Commission’s unified rules, which usually govern title bouts and high-profile bouts scheduled for 12 rounds that take place in the U.S., four rounds must be completed before a fight can go to the scorecards. If a fight is stopped before the end of the fourth round the bout is declared a No Decision under the unified rules

and unfortunately, in the same article, the cintron camp admitted they were informed BEFORE the fight that california rules are being followed. That being said, i doubt if any appeal will prosper, and thus the result most probably stays. Its just another chapter in boxing where we have soooo many conflicting rules.
well, he MAY have grounds for the appeal based on the fact that he was not provided the standard 5 minutes to recover, and that the doctor pulled the plug on the fight prior to the 5 minutes being over.
The lead doctor at alot of CA shows is a complete clown. He walks around in skinny pants and Ed Hardy shirts and thinks he's some kind of rock star or something. He's VERY quick to pull the plug if the house promoter's guy would benefit from it.

because "technically" in non-title fights the State rules trump the ABC rules......
i dont get it either. i mean, my opinion on cintron's "injury" aside, it does seem kind of strange. i have never heard of an incomplete round being scored either. that really surprised me...
