considering floyd sat out for more than a year, decisioned 2 old guys, 1 had to climb up two weight classes.
how can he have the top spot considering manny's streak?

It all boils down to BS Writers subjectivity its all subjective. these guys dont need to justify. They just like Floyd better than PAC regardless of who they beat.

Cliff has his opinion. I believe he just finds it that Floyd is the better fighter than Manny under any conditions. I admit that Floyd is generally more skilled that Pacquiao is, but if ever they fight, i believe Pacquiao has that puncher's chance. 50/50
Because Floyd was P4P #1, retired, came back and beat the #2 and #3 P4P fighters. In addition, he beat two of fighters, albeit better versions, that Manny has fought during his "streak".

If you argue that Cotto was damaged goods because he lost to Margarito and went life and death with clottey, We too can argue that Mosley was damaged goods, even though he had a magnificent outing against Margarito, it still doesn't erase the fact that he got dominated by Vernon twice and by Winky once. Not to mention he is now 38 y/o and 1 year and 6 months removed from his last fight.
I don't have a problem seeing Mayweather going regaining the top spot. You can shoot holes at Pac's resume. The same can be said about Floyd's resume..

I guess the main difference between Mayweather and Pac is that Floyd fights opponents when they are at the top, while Pac waits until after they suffer a loss and then fights them. Even if the quality of the opponents seems similar, Floyd fights them when their reputation/ranking is at it's highest so he ends up getting more credit for the wins.
Aside from that the other difference would be that Pac wasn't that good until the last 5 fights, whereas Mayweather was more consistently good earlier in his career. Although P4P ranking is supposed to be more about current abilities than resume, people haven't completely forgotten what the fighters did earlier in their careers.

Cotto and Clottey would likely have beaten JMM and Mosely at WW. They are far younger and near the prime of their careers. Mosely and JMM have a combined age of nearly 80 and have a ridiculous amount of wear on them. Mosely is shot and JMM is getting there.

It's funny that some people say Floyd cherry picked the likes of Baldomir, Hatton, Marquez and Mosley yet praise Pacquiao for beating the likes of Morales, De La Hoya, Hatton and Cotto. When Floyd fought these fighters they were ontop of their game, when Pacquiao fought them they were either shot or weight drained. It's not excuses it's just fact
