He is content to create drama while producing no real fights. He won't allow Pac to take tests to ensure a clean fight but will happily discuss putting Pac in a fight with a man who was caught red handed cheating. It's about money and control for Arum, he can make good money in a fight he can control the outcome, no one really thinks Margarito would be fighting to win, that would cost him more than losing would.
