People can debate that Pacquiao doesn't lose P4P #1 unless he loses(Which I agree with), but Mosley actually beat Margarito who was #1 and that was for a title, not someone's opinion. If anything I think Pacquiao is the #2 WW, even taking into consideration Mosley's inactivity

Once the WBO forced Cotto to defend his belt or be stipped page 6 of the WBO handbook states that a welterweight title is up to 147lbs Cotto was not able to utilize that rule in the WBO's handbook key phrase is up to. The WBO went in direct violation of it's own handbook to make the sanctioning fees on it being a title fight despite Cotto's objections.

Mosley lost to Cotto Cotto wouldn't have lost withouth Bricks against Margarito Clottey actually won against Cotto. You got 1 cheater and 2 guys who got beat by Pacman and Mosley lost to one of them. When Margarito beat Cotto, Margarito was considered to be the No. 1 guy at 147. Mosley beating Margarito makes him the Champ at 147. Manny's fight with Oscar doesn't really help him because Oscar wasn't a ranked welterweight. He has wins over 1 top welter IMO. Clottey IMO, became a gatekeeper after the Cotto loss. The only reason Manny fought Clottey is because Bob Arum is still bitter about Floyd leaving Top Rank. They probably already had Clottey in place as an opponent during the negotiations with Golden Boy.

I agree. I had no problem with it before, but it was close. Now I think Pacquiao is. Mosley is still a top ranked contender and really good though just to be noted. Something else to note, since Pacquiao is ranked #1 and had fought 3 fights there, he's officially a WW now.

Mosely beat a Margarito without plaster and was ready made for him as all fans say, including Flomos. He has been inactive since and is old at 38. Pac beat Dela Hoya at 147, it means hardly anything perhaps because Pac is above that level. He beat Cotto at 145, which is still Welter weight. Cotto weighed in at 146 for Clottey and looked good at 145 to me. 147 or 145, now I know Pac handles him again at whatever weight. Not the same fighter in maybe Mosely, but still a tough test for anyone coming up. At 147, Clottey is a big, tough MOFO. Held his own VS Marg and Cotto. He has fought two tough welter weights in 2009 and 2010. Mosely has fought Margarito in Jan 2009. He beat Mayorga at 154 with a good punch at the end in a close fight, and lost to Cotto at 147 in a close fight. He is still a damn good fighter, but right now, without even being a Pactard, Pac has to be the number 1 welter for me. Whether he got hit with 3 uppercuts (When he was basically toying with Clottey in the 11th, watch it in slow mo) and the straight right (When he squared up with a gaurd to get Clottey to throw), he won every round or lost 2 if you are generous for Clottey.
