I look at it this way, after Manny beat Cotto Floyd said he'd "whoop his ass". He never said "as long as Pac isn't on PED's I'll whoop his ass". As soon as Floyd accepts that he doesn't make the rules the fight can be made. If the rules were changed tomorrow and Pac refused to take the tests I be saying he's the one making excuses.
