Fight Dzinziruk if his promotional trouble allows it. He's supposed to be pushing for a big fight on US soil this year. If not, target Spinks. I don't know what the hell Spinks is doing right now, but he still holds a belt.
At 160 he already beat Wright and Martinez. You also have Mundine, Sturm, Sylvester, Jacobs is still too green, Rubio is a C class fighter, Manfredo Jr is a C class fighter, Andy Lee still needs more work, Duddy is a good name opponent because he has a decent Irish following, Chavez Jr is not a good fighter but also has a decent name because of his father.
At 154 you have Dzinzuruk, Angulo, Spinks, Martirosyan as the decent names. Then you have the B-, C class fighters like Latimore, Julio, and Santos.
From the aforementioned names the only logical one's would be, Mundine, Sturm, Angulo, and Dzinzuruk.

Lats I heard they were trying to find an arena still no excuse for Cintrons name not being on paper. This isnt a big fight or money fight and it isnt hard to make.
On the real it might be a great date and all. But, around 147-154 weight limit is really not that many options for Williams for that date is Cintron and that is it. Maybe, Vanes if he can get that done, the IBF champ, or Joe Greene. But, really no other options. Everybody else is busy to jump on that opportunity...

Collazo is free he has no fights lined up so that can be done at 147.
Judah can go to 147. So can Paul.
Zaveck he can also fight at 147.
Whoever he fights is getting the hell beat out of them. There is no real threats.
Collazo is not free he is fighting "mini tyson" in Germany or Turkey. I forger which.
But, Judah has really been outspoken about going down to 140 and not fighting at 147 anymore... That is why more of his last few fights has been catchweight fights

Yea he can go down to 147 and fight the IBF champ. They probably would have to pay him a good ammount of money. But, him winning that title. Would put pressure on Pac, Floyd, Mosley, Quintana, Berto somebody from that group to fight him.
What I find funny is that you would think fighters would be jumping at the bit to get featured on the Mosley-Mayweather re-play.
