This says that the technology is ready, not that it has been used or that it's even approved to be used. Has it been peer reviewed? NOPE! As it stands, it's just one company that claims that they can detect HGH in urine and it has been given money to research/develop this technology. The author ASSUMES that it's ready, but I couldn't find anything on the USADA website that states that it's in use or that it could even be used.

You can put whatever the hell you want in a contract, so long as it doesn't violate the terms of the sanctioning commission. So, if the commission in Nevada requires that welterweights wear 10oz gloves, but you stipulate in contract that you want 12oz gloves (and your opponent agrees/signs), then you have put a condition on the fight that is not dictated by the commission. It's the same thing with drug tests. They can't go below what the commission requires, but they can require additional tests and not need commission approval.
Floyd did what he thought he needed to do in order to assure a fair fight. Pac decided to leave $40 Million Dollars on the table in order to not give up 1 tablespoon of blood up to 14 days before the fight. Any sane person would conclude that he has something to hide.

Anywho, the thing about blood tests is that the sample can be stored for a long time. The Olympic comittee stores blood for 8 years, but it can be stored for much longer than that. Imagine if a boxer gave blood today and, 5 years down the road, someone finds a way to test for HGH or whatever PED that boxer might've used. That blood would still be there and it could be proven that Boxer X used Drug Y. Urine samples cannot be kept for testing, so they are at a big disadvantage.
BTW, HGH is EXTREMELY hard to detect in urine. To quote The World Anti-Doping Agency (WADA):

Floyd is going to have to open up a bit more as the fight goes on and it just might prove a bit more fan-friendly than the Pac fight (I can't believe I'm saying that a Mayweather fight might be better than a Pac fight. I must be going nutz). In the end, both will win their fights.

I don't know when this article was written, but looking at the situation now the only option for this fight to happen is for Pacquiao to agree to the ped testing shit introduced by the Master Floyd. In Floyd Jr's recent interview with Fox to the question whether he was disappointed the fight didn't happen, he said, "not at all". This is not to mention what he's been saying previously that he doesn't need Pacquiao, he needs him. So if the Pacquiao team is really desperate for this fight to happen they should announce as soon as possible that they are agreeing to the tests demanded by Pretty Boy.
