Why is there a difference in ranking with #2 and #3?

Mosley should not even be in the top ten for both lists. He has been inactive for over a year therefore he should not even be ranked.
Mayweather/Mosley is a sham. Mosley is too old, washed up, 12 years past his prime and inactive. He will get KOd in 3 rounds by Floyd. If Floyd can't KO him in three rounds, Floyd is garbage and always will be.

individual weight classes have more to do with resume and since floyd retired for a couple years it hurt his ranking.
pound 4 pound is mythical
though p4p is mythical, my thinking is that it should follow the same ranking as that in the welterweight division's or vice versa, considering the three fighters all belong to the same division.
I really don't get it myself, then again I don't know why Pacquiao is ranked the no.1 ww when he's only had 1 legit championship fight in the division.
