Does floyd jr. deserve to be P4P #2? POLL

I personally believe that he should be # 3 or #4 in the rankings. He may be using drugs in his game, but his skill level alone is enough to put him at the top 4 spot.

My question is, does Floyd jr who uses Xylocaine even have the right to be considered P4P #2? I mean sure, its may be legal in Nevada, but is it fair to consider a boxer who NEEDS TO PUT DRUGS ON HIS HANDS TO FIGHT as the #2 best fighter in the planet? Because now, a person would naturally ask himself how Floyd jr. would have performed if he NEVER used xylocaine. Tanibanana suggested i make this a poll which was a good suggestion so here we are. Where would you rank Floyd at WW and in the P4P rankings?
