Does floyd jr. deserve to be P4P #2?

So where would you rank him? Floyd= P4P #3-5 Even Cotto should be ranked >Floyd. Boxing is about warriors/ fighters.

If there was a poll, I would vote no. Maybe #3, Shane #2. Floyd doesn`t even hold a crown right now. this thread needs a poll, to be fair & measurable... My question is, does Floyd jr who uses Xylocaine even have the right to be considered P4P #2? I mean sure, its may be legal in Nevada, but is it fair to consider a boxer who NEEDS TO PUT DRUGS ON HIS HANDS TO FIGHT as the #2 best fighter in the planet? Because now, a person would naturally ask himself how Floyd jr. would have performed if he NEVER used xylocaine. So where would you rank him?

Xylocaine is banned by the Nevada State Athletic Commission, and they test for it. It can only be used for Medical reasons with there knowledge, but can not be used within the week of the fight or on fight night.
