Well now that it actually MAY happen...people say its not a risk...just a month ago Floyd was scared shitless of Shane...but now that it may happen, Shane's old and all this otha crap...like he wasn't old before...

The same Mosley that won't have stepped in the ring in 16 months?

Yes, fighting Mosley is WAY more of a risk than fighting Pacquiao.
Why? Because when it's all said and done, Pacquiao's skill level is that of an amatuer. He does absolutely everything wrong, I'm surprised he doesn't circle to the left against an orthodox boxer. He gets away with it though because he is incredibly fast and powerful.
Mosley on the other hand is one of the most technical guys ever, has speed, power, AND a granite chin. Not to mention the most important move in boxing: A strong jab.
Mosley is a bigger risk, enough said. And if this fight is accepted on both sides, Floyd finally removes the title of a person who doesn't fight real WWs.

2. Beating the best welterweight

Well Oscar at 154 was a risk, it payed of big time tho, he is the cash cow..
I'd say Hatton at the time was thought to be a decent risk also people seem to forget how much hype Undefeated Hatton was getting..

But the reality of the matter is that Shane IS past his prime, HOWEVER, this is the guy that alot of people said that Floyd was scared of and would NEVER fight (i'm a fan of both these guys and it just didn't work out earlier). Also, we must understand that Shane IS the MAN at 147. So regardless of how old he is, he is the champ and you can NOT knock Floyd for fighting for the 147 title, YET again.
