If Floyd went to welterweight and forced a Post Margarito and post Clottey Miguel Cotto to drain to a 145 Catchweight he would be considered a Fraud and a fake welterweight champion.
If Floyd had 2 close fights with a Mexican warrior like Marquez he would not be let off the hook till he fought him a 3rd time and won clearly. Some would even say he's not undefeated cause he got a gift decision against a Mexican Warrior. like a Castillo perhaps
So simply put, if Floyd followed Pacquaio's route to greatness, he would be considered the biggest Fraud in Boxing. His haters would even come up with names for him like Fraud Gayweather or Flomo..
