If Floyd lost he has an excuse (Pacquiao was probably on roids) and he could push for a possible rematch and another big payday (that is if the fight is close). If Mayweather wins, he also gets to shit on Pacquiao; he beat him in his own terms.
In contrast, Pacquiao I think wasn't in a position to say "yes" on Floyd's terms. If Pacquiao wins, he had a 14-day window, if Pacquiao lost, he probably was deterred from using PEDs because of the testing.

He did claim he can win under any circumstances. Its not as if Pacquiao will not be tested more rigorously than what the NSAC does. This is about agreeing to fight or not to fight, not about whether or not one might be on roids.
Speaking hypothetically, if Mayweather wanted to duck the fight what do you think would have happened?
He would have wanted to make sure the fight broke down over an issue that he would get less criticism for, so he wouldn't have made unreasonable demands over money, the weight or anything that he might be criticised for. He would have picked the issue of drug testing, knowing full well that if the talks broke down over that issue he could just imply Pacquiao was a cheat.
If this just happened by coincidence then it's a pretty big coincidence.

The Mayweather camp made the idiotic mistake of smearing their cash cow. Floyd has debts, Roger has to pay off his plaintiff, Joy has no icon to train. Yet Pacquiao, who isn`t even used to having so much money he had until recently, doesn`t really need this fight.

Geez, never thought of that before. No wonder Arum's all over the place canceling the fight and throwing in the lawsuit. Yet, he's still hinting a chance for it to materialize sometime in the future. Floyd never wanted the fight in the first place anyway. After he saw Pacquiao man handle Cotto, he had other plan. All he was doing is he's just trying to destroy Pacquiao image. He did a pretty good job too because it mades Pacquiao look pretty bad. Nonetheless Pacquiao will settle it in court.
