You factor in that Manny was more than likely underweight at 16, and factor in that Floyd may or may not have been cutting weight in the Ams, and there shouldn't be a huge difference between either of them(Though Floyd is more than likely naturally bigger).
Both are still growing, so its not like you can argue that Manny was a comfortable weight class when he was 16. He fought there, because he made money and had no choice. Floyd on the other hand could be brought along slower.

The differentiating factor for me was that Manny was a famished 16 year old from the Philippines, so all thing's considered he'd more than likely weigh more if he didn't have an under-privileged upbringing.

Weak excuse. It's not about being bigger, it's about being fair and even. I would be concerned too, when this little midget is moving up to other heavier weight classes, but he still has his speed and has much power than any of his opponents in those weight classes, wouldn't you be a little concerned? He didn't even showed any signs of wanting to took the blood test even if he'd agreed to do so 24 days before the bout. Bottomline, both teams are to blame for this, but if people can find all the facts from both sides since day 1, i am sure Team Pacquiao would be more responsible for the cancellation of the fight.
Potential fight night weights if you assumed Pacquiao was on some sort of drug that makes him bigger and faster 152 tops.
Mayweather comes in at 156 or higher. Look at how big he was against Marquez.
