Did Mayweather just "throw in the towel" on the Pacquiao fight?

I agree with this dude and I used to actually like Manny and be a Floyd hater now I just hate everyone Will Mayweather accuse Mosley of using steroids? Why not?

"Having" a proposal with the Best Boxer in the World is not fair. MAYWEATHER destroyed the fight. If you want to talk about polls-isn't it fair to note that most people believed Mayweather's proposal of a 14 day cut-off is more than fair? Didn't Manny run away from the last offer that was far more tolerable to Manny's agenda?
