I understand why fighters should be held to the highest standard possible. What I don't understand is why you put a question mark on your last sentence when it wasn't a question.
If Pacquiao, a top athlete, is willing to submit to the standard that is held in boxing, which is the sport that is of topic, not Olympic figure skating or diving, that should suffice. If he chooses to go a little above and beyond that for the sake of compromise, that's on him.
There is no precedent of this and I cannot imagine why anyone would make such a compromise to begin with. No one wants to be treated like a criminal when there is no basis for such.

maybe the fact that the only time he has lost in 10 years came when he was forced to take two blood tests before morales 1 because of an error wich he said made him feel weak. floyd knows about this so he is insisting on random tests. he is doing a classic floyd move, gain an advantage over pac before the fight or an excuse to yet duck another great fight, and you guys follow his word like sheep.

1. Do you really think asking from Floyd for a penalty per pound may be logically equated with Pac failing to ask Cotto, ODLH and Hatton considering Floyd's previous fight with JMM? I mean Cotto, ODLH and Hatton did not have a history of coming in above the contracted weight? Are they really similarly situated?

Now, that's semantics. Cotto, Hatton, ODLH and others did not exceed their agreed weight when they fought Pacman.
Mayweather bullied his way to victory against JMM, who came up 2 weights division to face Mayweather. There was precedence already. Remember, Mayweather is a natural junior middleweight.

Mayweather's intention to bring boxing integrity to a higher level is good but the motive is bad. Think of this. Apply the law to everyone, or don't apply it at all. Apply the more rigid testing like Boxing NGB requirements as covered by USADA/WADA to every professional boxing covered by NSAC, or don't apply it at all. You are like changing the rules in the middle of the game. Why fight Paulie, and not Mayweather?
It's all about economics. How can you ensure a bigger fight with the Mayweathers when they demanded something only santa claus can give? You have to study the history of the negotiations so that you can understand why it came to this point.
First, after the fight with Miguel Cotto, everybody wanted a Pacman-Mayweather fight. Pacman did not called out Mayweather's name for his next fight and left it to Arum to decide which fighter Pacman would face next. At that point, Pacman and his team decided that the next fight would happen after May 2010. Preferably September 2010 or later.
Next, the negotiation happened. Both parties agreed not to disclose anything to the public what transpired during the negotiation. There were five major points that both parties disagreed.
1st: Weight
2nd: Purse Split
3rd: Gloves
4th: Penalty for exceeding the agreed weight
5th: Date of the fight
Never in the beginning of the negotiation where they demanded the rigid blood testings. What they agreed only is rigid testing in accordance to the requirements of the boxing commission who will cover it. During that time it was not yet determined which place will host the fight (dallas, new york, or las vegas). But what was mutually agreed was that both parties will submit to the requirements of anti-doping testings as required by the boxing commission which will cover the fight.
Now, the main issue on the split purse came. It was settled at 50-50.
Then, the date of the fight. First, Mayweather wanted the fight to be on 13th March. Surprisingly, contrary to the previous pronouncement of the Pacman team, Pacman agreed to fight on March 13, 2010 fresh from the Cotto fight last November 2009.
Then came the boxing gloves and the penalty. When pacman team demanded that reyes puncher's gloves be used and that there would be 10 Million USD penalty for exceeding the agreed weight, the Mayweather team retaliated by demanding a more rigid anti-doping testings in accordance with USADA, not by the already agreed procedure per boxing commission's. There goes the deadlock. Pacman team rejected the demand of Mayweather team for a more stringent testings. Days after this deadlock news broke out, the Mayweather then announced that they would agree with the gloves to be used and the 10Million penalty "if pacman would agree with the testing that they wanted".
So, if you trace it all back, Mayweather used that "blood testing" requirement to counter-demand from Pacman. It has nothing to do with ensuring a fair fight.
Now, you answer this question.
