Sven Ottke, but he was irrelavant because everyone knew he would never take on a true challenge however Floyd is considered a P4P top 2 fighter and has never taken on a proper challenge at WW.
Floyd has tested himself earlier in the decade and fought good opponents in Hatton and DLH. They were both good fighters. Sure he could have fought better fighters, but I'll take Hatton and DLH over Anthony Mundine and Robin Reid.
That's not even counting his gifts. He avoided Joe Calzaghe and pretty much stayed at home for years where he had the advantage.
That's a lot worse then anyone on this list.

I use to weight 125 lbs as a 20 yr old, I was already a healthy 160 at 30 & now 175 at 40. Pac's just in normal weight progression.
