In reality, he doesn't need to. It has never been required from any fighter, unless you're someone who's trying to weasel out of a fight.
Mosley has owned up to taking steroids, while Toney and Vargas have tested positive but they have never been requested to take random tests, ever. Manny has not tested positive at any time during his career, yet is being asked to take random drug tests. Why? Because Floyd doesn't want to fight Manny, that's all.
