First of all, I applaud Mayweathers' tactics with this drug testing thing, I think they've taken a page right off "The Art of War". They've just about winning every part of the mental game in my opinion.
However, upon analyzing it more deeply, they're taking a significant risk also. In part, Floyd is insulting Keith Kizer and the Nevada State Athletic Commission (NSAC) by indirectly saying that their drug testing policies are shit.

every other pro fighter whos fought in NV was tested under NSAC regualtions, i just dont see wat makes pacquiao-mayweather special that they need their own special testing

Then again, people involved with the NSAC, such as Margaret Goodman and especially Flip Homansky, have openly talked about the flaws in drug testing procedures in boxing and how different types of drug testing (such as what Team Mayweather is demanding) might help catch some users who aren't being detected.
Pretty much, I am pretty sure NSAC knows their testing is not full proof and that USADA would be much more stringent.
I can understand why they would not want to use it for every fight in Vegas (cost) but for huge fights like this I would not see why it would be some big deal to them that they went above and beyond the call of duty to prove everyone is clean, I would think the NSAC would applaud such a move.

NSAC's drug testing is a joke or as you say sh**. They never caught Mosely or Holyfield and who knows who else got away with using PED's. To you and me this is just a fight. To Mayweather it is his livelihood, if PAC is using and seriously hurts Mayweather his career or maybe his life is over. Would you be willing to take that chance?
I'm not saying Floyd is wrong for questioning NSAC's testing procedures. In fact, I applaud him, this could be monumental to preserve the credibility of the sport of boxing.
However, like I said, there will always be politics and it just sucks that this could be crucial to the outcome of the fight.
