Speed can only take a fighter but so far. It's hitting the target that counts.

I think because PBF dont go for power in his shots he would be expected to be a little faster but i dont know whether he is. Pac has speed with the power it seems. Thats why his opponents faces seem so busted up. If PBFs punches has as much pop as Mannhys, you would expect the faces of his opponents to be betroot red but they arent.
This is a very good point which I admit I overlooked. Throwing a fast punch isn't hard (I'm fast as hell myself, only I don't have great power) but throwing a fast shot with good power behind it is not so easy.
But anyway. Overall, I'd say Pacquiao is slightly faster. I'm including foot and hand speed, plus combinations. Both have serious speed though, it's not easy to choose between them. Floyd's single punch speed is excellent. Manny's whole body is fast, at times it looks like somebody fast-forwarding a video.

With single shots, I would have to say there probably the same. Combinations though, Manny.
If you watch replays of Manny, and Floyd. (Slow-mo replays). Sometimes you will notice there opponent throw a punch, the opponents punch will be 1/4, 1/5 the way there, and then Manny and Floyd will throw a counter punch, and it will still land first. So they both have extremely fast hands, and reflexes.
The fight will be more so contested on skill and executing gameplan better than their opponent rather than just speed. I think they'll both realize they have an opponent with great speed to contend with in round 1.

I'd say about equal, both just use their speed in different ways..Floyd for quick release and counters...Pac for combination and workrate
Floyd looked faster against Marquez but Marquez was blown up and slow, Pac looked faster against Hatton and ODLH.
Pac didn't look that much faster than Cotto but neither did Zab or Shane, he can neutralize speed well.
I don't know, comparing their common opponent with speed; Hatton & Marquez is kind of tough cause Hatton didn't fight Pac long enough to make a fair judgement and Floyd seemed really fast with his hand speed and counters against Marquez but he was a bit slowed down at that weight, not by much tho. I think Floyd.
Hand speed wise I would say Pac. Pac can throw combos that are very fast. Floyd is also fast and quick hooks coming in that catch people by surprise. Footspeed is close.
