He did knock out Barrera. He knocked out Morales twice. And he sat Marquez down 4 times.

He was coming to the ring at 140 for the Morales fights. He came to the ring at 147 when he fought the rematch with Marquez. He came to the ring in the high 140s in the Cotto fight. He really hasn't put on a lot of weight in the last 2 years, he just doesn't have to cut at all during training camp.
Pac weighed at about 147 or thereabouts in Marquez II, 148 against Diaz, and if reports are correct, came in at a solid 149 on fight night against Cotto.
They're all using. Yeah, I said it.

The drugs are always ahead of the testers, plus there's no way to test for HGH. It's sad to say, but we live in a sports world where high achievement will be looked at with suspicion. And that's because some of the greatest achievements of the last decade have been tainted with performance enhancing drugs.
That said, none of that means Pacquiao is on steroids. Despite what Malignaggi says, Manny was a killer at every level he's competed. The Cotto fight played out similarly to the Barrera fight. He's still fast and strong, but he's lost a step coming up to 147. He's more than made up for that with a vastly improved right hand and ring generalship.
The "Paulie is jealous" argument sounds absurd, but there's a point. Malignaggi was highly embarassed after getting beaten by Cotto and has made it a goal to get a rematch with Miguel and beat him. Now he's seen a "little guy" come up.

Yep, I saw that in the Cotto fight, too. Pac didn't have as much stamina, his punches had more pop but weren't as fast, and he wasn't as nimble either.
