Pac has always been in the shadow of Floyd on the p4p list, until recently.
You have to put him above roy jones..Mayweather, and up there or over Leonard and Duran. He has beaten Barrera, Morales 2 out of 3 fights, stopped hatton, dlh, and Cotto.. a pretty damm near peak Cotto would actuallly should be considered undefeated... Hatton had never been bested at 140 and brutally stopped in 2. He owns 2 wins regardless of how controversial they are, over JMM. All fighters have some controversial gifts on their resume.
So with that being said, and the fact that he started at 106, and is stopping top fighters at welter, come on. He has to be rated well above Mayweather, Jones, and i could debate both ways his ranking vs Leonard. Only reason I debate the leonard is Ray victories were vs hearns, duran, benetiz, Hagler, and he did move up to beat Hagler, and then stopped lalond at a catch weight and light heavy, and stopped unbeated at the time, never been knocked down kalule. It is a very very good comparison him a SRL, but Roy Jones and Mayweather, he ranks above them.

I think you have to be RIDICULOUSLY knowlegeable about the sport of boxing in able to make such a list.
I don't even know how writers on their own can come up with one unless they were part of a bigger team of experts.
You have to know all the intricate details , every fight, every division, all the opponents and their calibre each boxer has fought.It is pretty hard.
