The act of beating Pacquiao does not, in turn, make Mayweather better than him on paper. It's a nice accomplishment, and likely the best of his career ; but that alone is not enough to propel him over Pacquiao on any "ATG" list.
He'd need another good "name" or two because his record is not on par with Manny's as of right now.
