Also, if Cotto vacates and Manny by some miracle of god wins the belt because he paid the sanctioning fees, then will he defend it a welterweight champion? I ask cause his mandatory would then be Joshua Clotty... Will Manny then vacate instead of fighting a big 147 pounder? If he is then what is the point of having the belt on the line.
