And I still view Paul Williams as being in the equation because he didn't leave the division by choice. He is aggressively pursuing a fight with Shane Mosley.
The division is a mess when it comes to clarity in my view. But I think the two best fighters are Paul Williams and Shane Mosley. Williams would be slightly favored over him in a head-to-head matchup, but it's still anybody's fight. And I don't want to call Cotto the champ, because if he gets his ass kicked tonight that's going to make me look stupid.

I don't know about either of them being a #1 vs. #2 matchup. Cotto and Williams were the consensus top 2 WW contenders when Mayweather retired. While Williams lost to Quintana, he won the rematch, and does that one (avenged) loss put him below a man he beat in Margarito?
Then Cotto loses to Margarito, Margarito takes over the #1 contender spot, but Cotto's still above Mosley. Mosley lost to Cotto and hadn't won a WW fight in two years when he beat Margarito. Then you have Williams in there as well, unless you feel he's left the division for good and shouldn't be in the rankings (Mosley-Marg was only 6 months after Williams's last WW fight)
I'm not talking about "consensus #1 WW", I'm talking about a historical/lineal sense. It's still probably vacant, although the whole lineal things get tricky anyway.
If you go on past experience I might agree being objective. Lets be realistic IF you think that Floyd gets beat by Cotto and SMM you are only lying to yourself. Good post

I can agree on most of that except for a little on Floyd's take and all of Cotto's take. Cotto has fought better competiton than Margarito by far. Check the opposition. Stack them up against quality of opponents (don't forget to think about the plaster shhh a little)
I dont include the plaster. Because of the fact that Margarito has always beat opponents down horribly. It's not like Cotto was the first time he beat someone bad. So I dont count the Plaster because the percentage of possibility that he had used it before is so miniscule. Until Margarito says "I did use plaster", I will always say he didn't because 43 fights 13yrs in the game and no one noticed, is just far-fetched.

Are the only two fights that are top competition. That can make a legit run for the title. Judah has a question mark because lets face it, he isn't the sharpest knife in the kitchen, then you add the low blows.
If you're talking resume and record of competition ; Floyd is dead fucking last at Welterweight. Having only fought 1 legit Welter (Baldomir), 2 Junior Welters (Zab, and Ricky), and 1 Super Welter (Oscar).
I pick Shane for overall best record as well. With Cotto a very close second, and Margarito and Cintron dragging up the rear.
Alot of Mosley's fights you have listed are void. They are all old fights from way back. However, because he beat the man in the WW division(Margarito), he becomes the man. Its the rule.
Floyd was the man until he retired, so he is not in the equation. Margarito has had the best competition, which made him the man. He faught all the top guys and cleared the division for the most part which made him the man until he recently loss.
Cotto is a vacant belt fighter. Faught C-class competition to get to the belt. Biggest fight at the time was Mosley and lets face it, he isn't something to go ape-shit over. Then when he faught top competition, he got a grade A ass whoopin.
Mosley is the WW king right now. He beat the man, which makes him the man. Floyd is campaigning at catchweights right now, so he isn't in the equation.
If Williams could ever get opponenets with balls. He would undoubtly be the WW champ.
