Yeah Tarver always does better in rematches but remember that in those fights he also did pretty well in the first fights. He sucked last time out against Dawson.
They say fighters lose there power last. But against Woods Tarver hit the man with everything and the kitchen sink and his car. Woods never looked close to being stopped and he literally didn't turn up and was a body and a head getting punched.
I'm not sure he is punching that hard.
I am not really all about Tarver chances but, he might have to pull a Foreman and put everything on one big shot (who knows if it would work). I do not even know how to begin to put a % on that actually happeaning and will just leave it as Tarver has a slim chance
I do not really like Tarver's chances but he does better in rematches and can crack so he has some kind of shot. How large I do not know, but I would give him a slight chance.

Does anybody give Tarver even the slightest chance of beating Bad Chad Dawson? | BoxingScene Community
