Regardless, Marquez still fought him. That adds to his list. You don't have to beat a guy, to have fought a guy, obviously.
yout dont have to beat the guy, but it's better if you win. You could fight a lot of top fighters and lose to most *DLH* and still be considered great. But you shouldn't be as great as somebody who beats every or most top fighter he faces *Pacquiao, Hopkins, Mosley, etc.*

Meaning, Jones and Holyfiend wouldn't make that list. Regardless of who they face, it's unlikely that it's a HOFer. Hector Camacho would also apply.
Oddly enough, one could make the claim that Antonio Tarver has a noteworthy list himself. He didn't beat Bernard, but he's still got two HOFers on the list.
