who is an ATG out of Mosley and Toney and why

None of them are. They are the most overrated elite fighters from this era. That being said, Toney has a much better resume then Mosley does.

They both don't caus they are both DRUGGIES.

Toney is definetely an ATG but not in the upper top,Mosley is not.

I never really understood why Toney is hailed as a great I'm not saying that he's not, but can anyone just explain why? How long you've been following boxing?

Mosley uses superior designer steroids while Toney uses run of the mill horse steroids so I'll go with Mosley.

Both guys r alltime greats and future hall of famers without question...Of the two I would say that Toney is the more accomplished...However both fighters have displayed consistency and longevity two key ingredients whenever you talk about greatness in athletics...

Toney is more of an all-time great in my opinion although it's a term that I don't think should be used too lightly. Mosley and Toney were among the best during their time but ATG means you are among the best ever (in the class of Ray Robinson, Ali, Armstrong, Leonard, Pep, Greb, Duran and so on). I believe Toney could've been in that class but he threw it all away. I agree with this, I don't consider Toney an ATG either but more of an argument can be made for him than Mosley.

Toney, he has or had the better skills and he beat the better opposition, if anyone should be called an ATG out of the two, it should be Toney IMO.
